This Session is featured from our Nurses’ Voices Speaker Series—an innovative global multi-media outreach of eight Sessions to be broadcasted from across the world. Noting that INFLUENCE is the watchword of Dr. Pam Cipriano—the 2021-2025 President of the International Council of Nurses (ICN)—this Series aims is to prepare and engage nurses—including students and retirees—to become inspired and informative thought-leaders across the global public space—to influence the listening ears of everyone!

Maria Theresa ’Tess’ Panizales, DNP, Dr. (h.c.), MSN, RN
Since July of 2023, Dr. ’Tess’ Panizales has served on the Board of Directors for the Nightingale Initiative for Global Health She proactively participated in the launch of NIGH's 'Nurses' Voices' campaign shared virtually and onsite from Switzerland and the 2023 Caux Forum 'Healing the Wounds of the Past.' She also shared her original language and culture by serving as our Advisor to establish the Tagalog / Filipino language version of the Nightingale Declaration. Dr. Tess has more than 40 years of professional nursing experience across the spectrum of healthcare both local and international — also including volunteer service. She is currently working at the Veterans HealthCare Administration Boston Health System. As a nurse leader, her goal is to engage and build the next generation of nurses through mentoring and role modeling. She completed her Doctor in Nursing Practice—Public Health Nurse Leader at the University of Massachusetts—Amherst. Her doctoral research focused on the refugee population’s health and their physiologic and psychosocial needs after resettlement program support ends. Her first nursing professional work was with the Red Cross. Hence, working with refugees in a public health context is her important connection.

Elizabeth Iro, MHSc, MBA, RN, RM
Ms. Iro is the former 2018-2022 World Health Organization (WHO) Chief Nursing Officer who commenced in this role in January 2018. Ms Iro led the WHO through its very first ‘State of the World’s Nursing’ report in 2020, and oversaw the designation of the International Year of the Nurse and Midwife in the same year. As the world’s most senior nurse during the global coronavirus pandemic, Ms. Iro also supported the development of the WHO Global Strategic Directions for Nursing and Midwifery for 2021-25. Ms. Iro is from the Cook Islands, prior to taking up her role in WHO she served as her country’s Secretary of Health since 2012- 2017. She was the first nurse/midwife and woman to be appointed in this role in the Cook Islands. Her priorities while in this role focused on legislative reforms to strengthen the country’s health system and developing National Health Strategic plans (2012-2016, 2017-2021) and a National Health Road Map 2017-2036. Ms Iro was trained in New Zealand as a nurse and a midwife and holds a MHSc in Nursing and a MBA. She held various nursing roles such as Chief Nursing Officer (2011-2012), Registrar of the Nursing Council (2000-2007) as well was the President of the Cook Islands Nurses Association (2002-2010).

She is a Professor at the Graduate School of Nursing at Chiba University, where she also served as Associate Dean from 2011 to 2021, as well as on the Adjunct Faculty for Tokyo Jikei Medical University Graduate School of Nursing from 2013 to the present. During the 2020 World Health Organization International Year of the Nurse, Professor Teshima was a featured speaker at the ‘Nursing Now Forum in Japan: Creating the Future by the Power of Nursing.’ Her presentation focused on “Utilizing Evidence for Nursing Practice in Japan: From Invisible to Visible.” Her teaching specialties include: Nursing Management; Human Resource Management; Organizational Development; Palliative Care; and Nursing Ethics — building on her participation with the Nursing Ethics Council on the Medical Ethics Council of Japan’s Ministry of Health, Labor, and Welfare from 2005 to 2014. Having been awarded numerous funding grants, Ms. Teshima’s most recent include as Primary Investigator for ‘Applying Nursing Standards in nursing basic education’ from 2018 to 2020 and for the ‘Evaluation of the Sustainable Development Goals (SDGs) for continuing nursing education’ from 2021 to 2024 — both from Japan’s Ministry of Education, Culture, Sports, Science and Technology. She also serves as Chair of the Research Ethics Committee for the Japanese Nurses Association and has served as a Board Member of the Japanese Academy of Nursing Science from 2021 to 2023 and as Program Committee Chair for the 19th Conference of the East Asian Forum of Nursing Scholars from 2015 to 2016. Her achievement awards include the ‘President Award’ of the Japanese Nursing Association in 2023 and as an ‘Honorary Member’ of the Mongolian Nurses Association in 2022.
Pearl Ed Cuevas, PhD, MSc, RN Starting at minute 42:48
Dr. Cuevas is a distinguished nursing educator and research coordinator who mentors students and graduate students in the PhD Program of the Centro Escolar University School of Nursing. In this role, she has recently been recognized as a Distinguished Educator in Gerontological Nursing by the National Hartford Center in Gerontological Nursing Excellence (NHCGNE). She has been a 2019 International Visiting Scholar at the Johns Hopkins School of Nursing in Baltimore, Maryland. She received her Masters of Science Degree in Medical Anthropology in 2021and her Doctor of Philosophy in Nursing Science in 2014 — both from the University of the Philippines. In 2023, she collaborated with the Nightingale Initiative for Global Health (NIGH) by providing a presentation for NIGH’s virtual launch of the ‘Nurses’ Voices Grassroots to Global’ campaign based at Caux, Switzerland, during the International Initiatives of Change conference entitled, “Healing the Wounds of the Past.’
Jill Iliffe, MIntS, RN, RM, AM Starting at minute 53:26
Ms. Iliffe has served, since 2008, as the Executive Director of the Commonwealth Nurses and Midwives Federation representing the national nursing organizations of 53 Commonwealth nations. She has been awarded as a Member of the Order of Australia (AM) in the recent 2022 Australia Day Honours for “significant service to nursing through leadership roles with professional organisations.” She has served as the National Secretary of the Australian Nursing and Midwifery Federation (ANF) from 1999 to 2008. During these years leading the ANF, Ms. Iliffe established herself as an influential force in health, education and professional and industrial issues facing nurses across this country. She has also served as Manager of Professional Services for the New South Wales Nurses and Midwives Association from 1992 to 1999. Her major achievements have included establishment of the National Aged Care Alliance (NACA); lobbying for safe nurse and midwife staffing and skills mix across all areas of clinical practice; coordination and active involvement in the South Pacific Nurses Forum (SPNF); lobbying for the role of Commonwealth Chief Nurse; and for numerous campaigns on behalf of the nursing and midwifery professions.
Sue Kim, PhD, RN Starting at minute 1:01:23
Dr. Kim is a Professor at Yonsei University, College of Nursing and has served as Director of the WHO Collaborating Center for Research and Training for Nursing Development in Primary Health Care, Yonsei University, Seoul, Korea from 2013 to 2020. As a women’s health expert and qualitative researcher, Dr. Kim’s area of research includes cancer survivorship, self-care and family adjustment in women’s cancers, and maternal/women’s health nursing. Dr. Kim is an active member of national and international professional organizations, including Sigma International Honor Society of Nursing, where she is a Virginia Henderson Fellow, the Korean Council of Science Editors, and the Korean Psycho-Oncology Society, to name a few. She has also served in advisory roles for government agencies, such as the Presidential Committee on Ageing Society and Population Policy, and the Korea Health Personnel Licensing Examination Institute. Dr. Kim serves as NIGH's Korean language Advisor for the Korean language version of the Nightingale Declaration for A Healthy World.

Dr. Silloriquez serves on the Faculties of Nursing and Media / Communications at West Visayas State University in the Philippines. Her recent publication — for the International Journal of Innovation, Creativity and Change — features a phenomenological study aimed to understand the lived experiences of practicing nurses about workplace violence and bullying in two tertiary hospital settings. In 2023, she collaborated with the Nightingale Initiative for Global Health (NIGH) with a presentation for NIGH’s virtual launch of the ‘Nurses’ Voices Grassroots to Global’ campaign based at Caux, Switzerland, during the International Initiatives of Change conference entitled, “Healing the Wounds of the Past.’
