NIGH's growing team is privileged to welcome Dr. Ilya Kagan to serve on NIGH's Board of Directors and as a colleague and friend. In July of 2023, he proactively participated in the launch of NIGH's 'Nurses' Voices' campaign shared virtually and onsite from Switzerland and the 2023 Caux Forum 'Healing the Wounds of the Past.' He has also served to establish the Hebrew language version of the Nightingale Declaration, as NIGH's Israeli Advisor.
Dr. Kagan was born in Grozni, Former Soviet Union and immigrated to Israel in November 1990. Between 1991-1998 he finished his BsN degree in Nursing Sciences at the Hebrew University, Jerusalem, and worked as a nurse in Orthopedic |
department of the Assaf-Harofeh Medical Center. In 2001, he completed his M.A. studies in Nursing and in 2008 received his Ph.D. degree in Nursing at the Tel-Aviv University, Israel.
In the years 2000-2007 he worked as a Risk Manager and Quality coordinator and as a Nursing Supervisor in the Abarbanel Mental Health Center and the Assaf-Harofeh Medical Center, in Israel. Between 2007-2016 he worked as Quality and Patient Safety coordinator and a coordinator of the Joint Commission International Accreditation in Rabin Medical Center, the largest Clalit Health Services' hospital in Israel.
In 2012, Dr. Kagan founded a national nursing network of research, which has led to the establishment of a number of projects in cooperation with medical organizations both in hospitals and in the community in Israel. Dr. Kagan is a member of steering committees of the Israeli Nursing Research Association and of the Israeli Society for Quality in Health Care. In the course of the last decade, Ilya works has published more than 70 academic articles in scientific journals abroad and 31 papers in Israeli Journals. Ilya is one of the recipients of the 2010 Excellence in Logistics in Health Care award from The National Council for Logistics in Health Care, Ministry of Health, Israel, for Development and implementation of Nursing Quality Indicators Scale as part of an Organizational Model for Excellence and Quality of Care in the Rabin Medical Center.
In the academic setting, between 2003-2014, Ilya has directed the Continuing Nursing Education Unit. From 2014 until now, Dr. Kagan leads an Accelerated program for non-nursing BA graduates and teaches in BA and MA programs in the area of Quality and Patient Safety, Leadership and management, and supervises students in thesis research MA and PhD programs.
In the last seven years, he was nominated two times for the list of "100 best lecturers of TAU" and received an outstanding lecturer awards from the Dean of the Sackler School of Medicine and the Rector of The Tel-Aviv University. Activities in this area have also led to cooperation and shared work with leaders in quality of care both in Israel and abroad. From October 2021 he is the head of the Department of Nursing at the Ashkelon Academic College, Israel.
